Definition

Response to information that the speaker doesn’t know about, but generally in response to a statement that is untrue about the speaker.

2. Use - Learn how the slang is used.

It generally means that the statement or information that you heard was unknown to you, and the expression is used mostly when it is information which you know to be untrue or which is true, but is a surprise to you.
