This phrase refers to the latest fashion or craze. It can apply to a person or an idea. The term implies that it is only fashion and will soon fade away or change. I think the phrase comes from ice cream stores. An ice cream store might declare that chocolate is the flavor of the month, and sell chocolate ice cream cones for a lower price. More people will buy chocolate ice cream that month. But next month, there will be a new flavor of the month, which will become more popular as chocolate becomes less popular.
