(The sticks usually has a slightly negative connotation. People who live in the sticks are often thought of as less sophisticated than people who live in cities.)

You can use the sticks to describe places where people live, but you should be careful. People who live in the countryside could be offended if you refer to their home as the sticks.
Calling a place the sticks is most often done in a humorous way. For example, Bill Murray doesn’t really live in the sticks. He might live far away from a city, but I’m sure he lives in a beautiful home in a fashionable location.
